It was possible to attain these objectives quickly only by giving the army preference regarding deliveries from industry’;14 in other words, rearmament had been given top priority.

The important effects of this programme on the Czech economy are shown in Tables 6.1 and 6.2. In the space of three years, arms production as a share of total machinery production increased more than sixfold. This rate of increase is even more serious if one takes into account the fact that of all industrial sectors only machinery production was able to raise its production share substantially, from 13 per cent in 1948 to 22.7 per cent in 1958.15 The average annual growth rate of industrial production in general between 1948 and 1953 was 14.1 per cent.16
